The National Board of Examinations in Medical Sciences (NBEMS) has issued fresh instructions for candidates allotted postgraduate medical seats through the National Eligibility cum Entrance Test Postgraduate (NEET PG) 2026 All India Quota (AIQ) counselling conducted by the Medical Counselling Committee (MCC).
The advisory lays down the procedures that candidates and NBEMS-accredited institutions must follow during reporting and joining. It also clarifies the rules for payment of the first-year annual course fee, seat upgradation and the commencement of training.
According to the NBEMS advisory, hospitals allotted candidates must update their reporting and joining status on the Intra-MCC portal within the prescribed deadline.
Failure to update the status within the stipulated timeline could result in the allotted seat being treated as vacant and carried forward to the next round of counselling.
NBEMS-accredited hospitals must also verify candidates' original documents at the time of joining and ensure that they meet the eligibility criteria specified in the NEET PG 2026 information bulletin.
Candidates allotted seats under reserved categories, including Scheduled Caste (SC), Scheduled Tribe (ST), Other Backward Classes (OBC-NCL) and Economically Weaker Sections (EWS), must possess valid category certificates as prescribed under the applicable guidelines.
The board has also warned that institutions found to have knowingly or negligently accepted false, fabricated, incorrect or deficient documents may face action under applicable rules. The advisory provides for a monetary penalty of Rs 1 lakh per candidate, wherever applicable.
NBEMS has clarified the payment process for the first-year annual course fee in view of the revised MCC counselling procedure.
Candidates allotted an NBEMS seat who choose the Freeze option, indicating that they wish to retain the allotted seat and join the institute, must pay the first-year annual course fee directly to the NBEMS-accredited hospital where they have been allotted the seat.
Candidates opting for Float to seek upgradation in subsequent counselling rounds are not required to pay the first-year course fee while awaiting an upgraded allotment.
The fee will have to be paid directly to the institute where the candidate ultimately decides to join after exercising the Freeze option.
NBEMS has also directed participating institutions not to collect the first-year annual course fee from candidates who have opted for Float. Hospitals must ensure that the reporting and joining status is updated correctly on the MCC portal.
Candidates who opt for upgradation between counselling rounds must follow the MCC's prescribed counselling process and timelines.
If a candidate receives an upgraded seat in a subsequent round, the training period will be counted from the date of reporting and joining at the upgraded institution.
However, if the seat is not upgraded, the candidate must report to and join the already allotted seat within the prescribed reporting window for the relevant round. The training period will then be counted from the date of joining that seat.
NBEMS has clarified that it will not intervene in the counselling process conducted by MCC. Candidates must therefore follow the instructions issued by the counselling authority.
Candidates who choose to join their allotted seats without seeking upgradation must begin their NBEMS training within the reporting and joining window notified by MCC for the respective counselling round.
The board has stated that no extension of the prescribed reporting or joining date will be permitted under the general joining instructions.
Candidates should check their allotment letters and the official counselling schedule to ensure that they complete admission formalities within the deadline.
MCC is holding the counselling process in four major stages - Round 1, Round 2, Round 3 and the online stray vacancy round. Round 1 reporting and joining started on October 26 and will continue till November 2 followed by the Round 2 result on November 14 and reporting from November 16 to 23. The Round 3 result is scheduled for December 4, with reporting and joining from December 5 to 12. Finally, the online stray vacancy round result will be declared on December 24, while candidates will be required to complete the reporting process between December 24 and 31.
Candidates who are employed or have a service bond with the Central or state government, Railways, public sector undertakings (PSUs), the Employees' State Insurance (ESI) organisation or any other government body must ensure that they have the required No Objection Certificate (NOC).
The documents must include the applicable approval for study leave or a relieving order from the parent organisation.
NBEMS has clarified that joining a course before being properly relieved from the parent organisation will not be accepted.
Candidates who need additional time to obtain their relieving documents may report to their allotted institutions, complete document verification and pay the first-year annual course fee while submitting a request for an extension.
However, such an extension is not automatic. It may be granted for a maximum of 90 days from the date of seat allotment, subject to the prescribed conditions and submission of the required NOC or acknowledgement of a resignation letter.
DNB training can begin only after the candidate submits the relieving letter covering the entire duration of the training.
Candidates allotted NBEMS-accredited seats will also have to undergo a medical examination conducted by the medical board of the concerned hospital.
Important Announcement EasyShiksha has officially launched the Online Internship Program โAb India Sikhega Ghar Seโ
Only candidates declared medically fit will be permitted to join the course, as specified in the advisory.
Institutions must verify eligibility and the authenticity of the documents submitted before allowing candidates to begin their training.
The Online Portal for Joining and Registration (OPJR) will remain inactive until all rounds of NEET PG 2026 counselling conducted by MCC have been completed.
According to NBEMS, the portal will subsequently be used by candidates and hospitals to submit joining status and relevant documents to the board. A separate detailed notification regarding the activation of the portal and the submission process will be issued in due course, NBEMS added.
