The University of Delhi (DU) has asked principals of all its colleges to review the residential facilities available to students and explore possibilities for expanding hostel accommodation on their campuses. Several new hostel projects are expected to be submitted soon as the university looks to address the shortage of safe and affordable student housing.
Colleges have been asked to assess their existing hostel capacity and facilities and expedite the completion of hostels that are currently under construction. The objective is to ensure that completed facilities are made available to students at the earliest.
The university has also asked principals of colleges to examine whether new hostels can be constructed on their respective campuses. Colleges have been advised to identify available space and assess the feasibility of undertaking new construction.
As part of the exercise, colleges will also have to examine available government schemes, possible sources of financial assistance and other resources that could support hostel construction.
Where feasible, colleges are expected to prepare plans at the earliest and initiate the process for new hostel projects after assessing student requirements, available land and other infrastructure needs.
The assessment is expected to cover existing hostel capacity, student demand, availability of space, maintenance requirements and the additional accommodation that may be required in the coming years.
The move comes in the aftermath of the building collapse in Satya Niketan, a major private accommodation hub for students near DU's South Campus. The collapse of a multi-storey building being used as student accommodation raised serious concerns over the safety of private paying-guest (PG) facilities and the shortage of institutional hostel accommodation for university students.
Satya Niketan is popular among students because of its proximity to several colleges and the South Campus. With limited hostel seats available across DU, a large number of students, including those coming from outside Delhi, depend on private PGs, rented rooms and shared accommodation.
The tragedy has once again highlighted the gap between the demand for student accommodation and the hostel capacity available through the university and its colleges.
The National Human Rights Commission (NHRC) has sought a comprehensive report from the Delhi government and the University Grants Commission (UGC) on hostel and residential facilities for DU students. The commission has also called for an assessment of the need to upgrade, expand and develop new hostel infrastructure.
The Delhi High Court has also sought responses from the Centre, Delhi government and DU on a plea seeking hostel facilities across the university's colleges. The petition has sought a college-wise assessment of hostel capacity and student accommodation requirements, along with a time-bound policy or master plan for expanding hostel infrastructure.
The latest exercise by DU colleges is expected to go beyond simply increasing the number of hostel beds. It is aimed at creating safer and more affordable institutional accommodation for students and reducing their dependence on private housing where building safety and regulatory compliance can vary.
The Satya Niketan incident has intensified calls for expanding hostel capacity across DU while ensuring that new and existing accommodation meets safety, fire and habitability standards.
With colleges now being asked to identify land, assess requirements and explore government schemes and funding options, several new hostel proposals could soon be placed before the university for consideration.
